Can an IP address be traced? Is it necessary to hack a computer to trace or stalk stalk a person?

Is it true, that the only "security" you need to be safe from stalking (or other personal intrusions such as hacking) is to "keep your mouth shut?" Should someone be "cautious" or "concerned" or just ignore this type problem completely?

I have the complete question with details posted as an entry on my Yahoo 360 blog at:

your ip address can be traced to your isp, it will not give your name, address etc...

if you have a static ip address (one that doesn't change)

it can be traced to your pc everytime

say you had ip 333.87.88.777

and it was static a person watchin for that ip address cpuld know when you're online
Reply:yes you can track IP addresses. and access the computers corosponding to that IP address
Reply:The reason why IP addresses exist is so that you (your computer) can be traced back!!!!

So using an IP address you can be tracked, blocked, stalked etc. That is like your digital ID on the internet. Everybody can see it - from accessing web pages, to purchaing products online to mail check.
Reply:An ip is needed to hack someone although they can only be hacked if running vulnurable software. But most trojans have a notification feature so they always know your ip whether it changes or not. You can help hide your ip by using socks4/5 http proxies etc.
